We are excited to announce the next edition (2026) of our successful programme “Innovate through Growth Plan: A Western Balkans Hackathon”, organised once again by the Robert Schuman Institute in partnership with the Wilfried Martens Centre for European Studies.
This dynamic initiative will gather up to 16 selected participants to explore and contribute to the EU
Growth Plan for the Western Balkans, fostering creative solutions for regional development, European
integration, and sustainable growth. It is a unique opportunity for like-minded young people to connect,
engage with experts, and actively shape the future of the Western Balkans through creativity and
strategic thinking.
The programme is structured in two interconnected modules, designed exclusively for the same group of
participants:
• Online Introduction: 18 March 2026
Format: Live via Zoom
This introductory module will provide essential insights into the EU Growth Plan, set the stage
for offline module, and equip participants with the knowledge and tools needed for the
hackathon.
• In-Person Hackathon Dates: 17–19 April 2026
Location: To be confirmed, Croatia
An intensive, hands-on event where participants will work in teams to develop innovative ideas, prototypes, and actionable proposals aligned with the Growth Plan’s objectives.
Full attendance and active participation in all series sessions is a must!
Aims of the project:
• Equip participants with a solid understanding of the EU Growth Plan for the Western Balkans, its key pillars, country-specific opportunities, and the broader EU integration perspective.
• Enable participants to identify concrete, regionally relevant policy challenges linked to the Growth Plan and transform them into actionable, realistic policy proposals.
• Train participants in modern policy-development tools and methods, including design thinking, hackathon methodology, policy brief writing, infographic design, and effective pitching.
• Foster practical teamwork and regional collaboration by guiding mixed-country teams through the full cycle of developing, prototyping, refining, and presenting Growth Plan-aligned policy solutions.
• Produce high-quality, implementation-ready policy outputs (policy briefs, infographics, and recommendations) that can be used by EPP sister parties and presented to decision-makers in the Western Balkans and Brussels.
• Support networking among pro-European young people from South Eastern Europe.
Practical Information
Working language: English (no interpretation provided).
Speakers / Experts: Staff and policy experts from the Wilfried Martens Centre for European Studies
(Wilfred Martens), Representatives from partner institutes, foundations, and regional organisations.
Financial arrangements
The organisers will fully cover the costs of both modules:
• The online Zoom training
• The in-person event costs in Croatia (lectures, full board, and accommodation in twin-bed rooms)
• The organisers will also cover your international travel to/from Croatia
(Please do not buy any tickets before consulting with us)
What is NOT covered (participants pay themselves):
• Airport transfers in city of departure and arrival
• Travel insurance
• Any personal expenses
We will select up to 16 highly motivated young professionals (aged 23–35) who are actively engaged in EU-related activities within EPP sister parties or affiliated organisations (such as political activists, think tanks, NGOs, student groups, etc.) from Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia.
Selection will be based on individual applications and an official recommendation from the respective EPP sister party or the applicant’s organisation.
1. Demonstrated active engagement in international / EU-oriented activities within an EPP sister party, NGO, think tank, student group, or affiliated organisation.
2. High-level written and oral proficiency in English (no interpretation will be provided).
3. Born between 1991 and 2003 (approximately aged 23–35 in 2026).
4. Hold a university/college degree or have completed at least four semesters of university studies (proof required).
5. Submit a complete application package, including:
• The online application form
• An official recommendation letter signed by the international secretary of the party
(or equivalent head of the organisation — not from the youth wing)
• A motivation video outlining your interest in the EU Growth Plan and this programme.
Proposed Agenda for the Introductory Online Module (18 March 2026, via Zoom):
• Understanding the EU Growth Plan for the Western Balkans – Its purpose, key pillars (especially digital transformation), country-specific opportunities, and the broader EU perspective.
• Introduction to the Hackathon — Innovative policy solutions for the EU Growth Plan in the Western Balkans.
• Design Thinking Seminar – A modern, human-centered approach to developing Growth Plan policies.
• Homework Assignment for Participants – Guided research to prepare concrete inputs for the in-person hackathon in April.
Proposed agenda for Offline module (17–19 April 2026, TBC Croatia):
• The EU Growth Plan: Country-Specific Opportunities, Challenges, and EU Perspectives
• Introduction Session (participants familiarise themselves with their teams and the challenges)
• Roundtable: Selecting a Growth Plan Policy Challenge for Regional Impact
• Prepare for Policy Impact: Designing Growth Plan Deliverables (Policy Brief, Infographic, or Campaign Plan)
• Morning Orientation Session for the Hackathon: Realistic Policy Solutions
• Start of Group Work: Developing Growth Plan Policy Prototypes
• Preparation for the Pitches, Final Policy Draft Adjustments
• Presentation of Policy Prototypes in Plenary (Participants and Facilitators’ Evaluation and Feedback)
• Pitch to Jury: Growth Plan Policy Proposals
• Closing Remarks, Evaluation, and Certificate Award.
