Rule of Law Academy 2023 for Eastern Partnership Countries

During the 2nd module our group deepened the knowledge of three fundamental pillars of the rule of law and key prerequisites of the successful rule of law implementation – good governance, fight against anti-corruption and social inclusivity. We delved deep into some critical issues surrounding the rule of law, its challenges, shedding light on developments around rule of law in the EU and its Eastern Neighborhood, potential pathways for specific countries to improve, as well as reflected on the indispensability of a strong value base and individual identity and integrity in upholding the rule of law and democracy. Our alumni got better understanding of the legislative framework creating favorable conditions for steady economic and social development; looked the concept of subsidiarity, decentralization and participation of local stakeholders; discussed the importance of independent judiciary for good governance and familiarized with the instruments of influence and restraint over authoritarian governments (sanctions). We also looked in details into the phenomenon of corruption, and its causes and consequences for the economy and the lives of citizens, reviewing control measures and strategies for enhancing accountability and integrity of the governing bodies, and concluded with reflecting on the importance of social inclusivity and participation in the context of the rule of law.
