The Robert Schuman Institute (RSI), in cooperation with the Hanns Seidel Foundation (HSS Zagreb) and with the support of the Eduardo Frei Foundation (EFF), is pleased to invite applications for a 2.5-day seminar:
“Women Shaping Energy Security in Central and Southeast Europe”.
This seminar is part of a long-term, multi-year initiative aimed at building a strong network of women engaged in energy security, public policy, and politics across the Danube Region and Southeast Europe. Through a combination of thematic modules, practical learning, and continued exchange, the initiative seeks to foster sustained cooperation, knowledge-sharing, and leadership development.
The seminar will take place in Dubrovnik, Croatia, and will bring together 10–12 emerging female professionals and political actors to explore the political dimension of energy security and develop practical, policy-oriented outputs. Working days

12-14 June, arrival: 11 June 2026; departure: 14 June evening
 
Full attendance and active participation are mandatory.

Project context

Energy security has become a central strategic priority across Central and Southeast Europe region, shaped by geopolitical developments, market volatility, and the ongoing energy transition. Ensuring secure, affordable, and sustainable energy systems is essential for economic stability, political sovereignty, and societal resilience.

At the same time, women remain underrepresented in energy policy and decision-making – particularly at early career stages, where future policymakers and political actors are being shaped.

In line with their commitment to democratic values, regional cooperation, and a social market economy, the partners aim to support a new generation of women engaged in public policy and politics. By combining energy policy with leadership development, this initiative contributes to building long-term capacity and regional networks in a strategically important field.

Objectives

The seminar aims to:

• Build a strong foundation in energy security concepts and geopolitics • Introduce the political dimension of energy and decision-making processes

• Enable participants to analyze national and regional energy challenges

• Develop practical policy recommendations through guided group work • Contribute to the development of a long-term regional network of emerging women professionals and political actors, fostering continued exchange and cooperation beyond the seminar

Key topics

Participants will engage with:

  • The “4 A’s” of energy security: availability, accessibility, affordability, acceptability
  • Geopolitics of energy and regional interdependencies
  • National energy systems and vulnerabilities
  • Energy as a political and strategic issue
  • Crisis scenarios and supply disruptions
  • The societal and gender dimension of energy security
  • Translating challenges into policy-relevant recommendations

Who Can Participate?

We are looking for 10–12 committed female participants, both emerging leaders and career changers
aged between 22-45 (born between 1981–2004), from the following countries:
Croatia, Hungary, Slovakia, Romania, Czech Republic, Serbia, Bosnia and Herzegovina, Montenegro 

Applicants should:
• Be affiliated with centre-right political environments
• Be active or interested in public policy, politics, governance, or related fields
• Have experience in political parties, public institutions, think tanks, or civil society
• Demonstrate motivation to engage in policy discussions and regional cooperation
• Have proficiency in English (working language of the seminar)
• Availability for full participation during the entire program (11-14 June, 2026)

Financial arrangements
Accommodation (including single rooms), meals, and seminar materials are covered by the organizers.
Travel to/from Croatia is covered by participants or their sending organizations.

• Short motivational video (max 1-1,5 minutes)
• Official recommendation letter signed by the International Secretary or a representative of a relevant
institution (for applicants not affiliated with political parties)
